Numan Menemencioğlu, the longest-serving Secretary-General of the Ministry of Foreign Affairs, figured prominently in the major overhaul of the Turkish diplomatic machinery in the 1930s. He was the moving force in raising the standards of the foreign service. He was also the first career diplomat in the Turkish Republic to be appointed as Minister of Foreign Affairs. He rendered valuable services in keeping Turkey out of the Second World War. Menemencioğlu has left his mark on Turkish diplomatic history. (from the Foreword)
